CAEF Letter: Withhold funds from UNRWA which incites violence and teaches hate

Dear Minister Joly,


We write with tremendous urgency to draw your attention to the Jew hatred emanating from the UN Relief and Works Agency and ask that Canada take a strong stand for accountability at the upcoming donor conference in Brussels.


There is a great deal of evidence that UNRWA and the Palestinian Authority continue to produce text books that demonize Jews, omit Israel as a country on their maps, claim all the evils of the world are caused by the Jewish people, and even that there is no Jewish nation. More dangerous is their call for the destruction of Israel, eradication of Jews, and

of all Jewish history. And they are acting on it!


No democratic country should be funding the Jew hatred that emanates from UNRWA and the PA. Israel is an ally of Canada and yet Canada in 2020 donated over $24,000,000, being the 10th largest donor to UNRWA. Children in UNRWA schools, whether in Gaza, Judea, Samaria or elsewhere are trained in violence against Israel. Please read this report confirming that teaching peace and co-existence is completely absent from the educational curriculum of the Palestinian Arab children.


Canada can play an important role in reducing conflict, demanding accountability and ending child abuse that is inflicted on Arab children by their governments.

Here are the six most important demands that we urge you to make and to push with all donors:

  • Will Canada insist that the UNRWA curriculum, which incorporates principles of Jihad, martyrdom and "right of return" by force of arms, be cancelled in UN schools, which are supposed to advance the UNRWA slogan of "Peace starts here"?

  • Will Canada insist that paramilitary training cease in all UNRWA schools, which should demonstrate commitment to UN principles for "peace education"?

  • Will Canada insist that UNRWA dismiss employees who are affiliated with Hamas, in accordance with laws in Western nations, which forbid aid to any agency that employs members of a terrorist organization?

  • Will Canada insist that UNRWA cancel its contract with "youth ambassador" Mohammad Assaf, who travels the world encouraging violence? Would this not be the appropriate time for donor nations to ask that UNRWA cancel that contract with a harbinger of war?

  • Will Canada insist on an audit of donor funds that flow to UNRWA? This demand would address widespread documented reports of wasted resources, duplication of services and the undesired flow of cash to Gaza-based terror groups, which gained control over UNRWA operations in Gaza over the past 18 years.

  • Will Canada insist that UNRWA introduce UNHCR standards in order to advance the resettlement of Arab "refugees", after more than 70 years? Current UNRWA policy is that "refugee" resettlement would interfere with the so-called “right of return” to Arab villages that existed before 1948, a euphemism for overrunning Israel.

Madam Minister, we urge that you address these points if there is any desire on the part of Canada to end the conflict, to reduce the violence that accompanies hatred, and to teach truth. Israel is a legal country, and the nation State of the Jewish people. To support UNRWA without demanding change is to deny this simple basic truth.
