Federal Political Parties were asked their Policy on Funding UNRWA Terrorism
The question below is one of 6 sent to all 6 Federal Parties in the 2021 election (see questionnaire), and to date only one has responded. The Conservative Party provided a letter signed by Erin O’Toole which is posted on the CAEF website. Below is the question and answer from the Conservative Party. We will post responses from all parties that respond.
Question: Canada reinstated funding of the United Nations Relief and Works Agency despite it being proven that UNRWA schools have been used as a cover for terror tunnels and rocket launching against Israeli civilians, and that UNRWA foments Jew hatred with the curriculum they provide to all grades in all their schools, whether in Gaza, the disputed territories, Lebanon. Will you withhold funds from UNRWA if these practices continue, and given Canada’s commitment to fighting terrorism and terror financing.
Answer: Canada’s Conservatives will defund programs aligned against Canadian values, including those delivered by UNRWA unless it is significantly reformed, and replace them with new education initiatives that uphold universal human dignity, pluralism, and peaceful coexistence.
CAEF Web Talk UNRWA Incites Violence Against Jews: Canada, the UK and the US support UNRWA, Is This an Election Issue?
On September 14, CAEF’s webinar featured three outstanding experts on the terror incitement, suicide/homicide training endemic in the textbooks, teachers’ manuals, and summer camp training of UNRWA students. The camps are operated by Hamas, a listed terrorist organization, and the texts are provided by the Palestinian Authority. Both organizations falsify history, perpetuate vile anti-Jewish lies and propaganda reminiscent of the Nazis’ campaign against the Jews, and do so openly. UNRWA is obliged to adhere to UN policies on teaching peaceful co-existence, but this is NOT happening!
Watch the video and take action.
Share the video directly with your elected officials, electoral candidates, NGO’s, friends and allies—ask for funds to be withheld, demand UNRWA be held accountable, demand the UN call out the deplorable actions of UNRWA, get Jew hatred and incitement to genocide on the agenda of the governments in the West.

Six Policy Challenges to Guide UNRWA Policy Reform
Cancel the new UNRWA curriculum which incorporate principles of Jihad, martyrdom and an “right of return” by force of arms, in UN schools which are supposed to promote the UNRWA slogan of “Peace Starts Here.”
Cease paramilitary training in all UNRWA schools UNRWA should demonstrate commitment to UN principles for “peace education”.
Insist that UNRWA dismiss employees who are affiliated with Hamas in accordance with laws on the books in Western nations, which forbid aid to any agency that employs members of a terrorist organization.
Insist that UNRWA cancel its contract with “youth ambassador” Mohammad Assaf to travel the world encouraging violence. Would this not be the appropriate time for donor nations to ask that UNRWA cancel that contract with a harbinger of war?
Ask for an audit of donor funds that flow to UNRWA This would address widespread documented reports of wasted resources, duplicity of services and the undesired flow of cash to Gaza-based terror groups, which gained control over UNRWA operations in Gaza over the past 18 years.
Introduce UNHCR standards to UNRWA to advance the resettlement of Arab refugees, after 67 years. Current UNRWA policy is that refugee resettlement would interfere with the “right of return” to Arab villages that existed before 1948.
