Canada Amidst 11 Nations Planning to Boycott Israeli Goods
On September 8, 2026, Global Affairs Canada announced Canada's intention to join ten European countries to impose restrictions on trade with enterprises operating in Jewish towns and villages situated in Judea and Samaria, or to at least "actively consider" such measures.
There are 520,000 Jews living in Judea and Samaria. The so-called "settlements" include established cities such as Maale Adumim, Beitar Illit, and Ariel.
GLOBAL AFFAIRS CANADA — STATEMENT Joint Statement of the Foreign Ministers of Canada, Denmark, Finland, France, Iceland, Ireland, Norway, Poland, Portugal, Spain, Sweden and the UK on the Two-State Solution September 8, 2026 — Ottawa, Ontario “The Government of Israel's actions in the West Bank are undermining the possibility of a two-State solution. The situation is rapidly deteriorating amid unprecedented levels of settler violence and settlement expansion, including the unacceptable decision to publish tenders for the E1 settlement project. UK Prime Minister Andy Burnham, the President of France Emmanuel Macron and Prime Minister of Canada Mark Carney have agreed on the need to take action to prevent further damage. “Today, Canada, Denmark, Finland, France, Iceland, Ireland, Norway, Poland, Portugal, Spain, Sweden and the UK confirm their intention to introduce national and/or support European restrictions on trade in goods with settlements which are illegal under international law, or that they are actively considering these and other measures, in accordance with their national procedures. In this regard, the UK, France and Canada welcome the important action already taken by Ireland, Spain, the Netherlands, Norway and Belgium and will bring forward national measures to ban trade in settlement goods. “Together, we are resolute: the two-state solution must be protected, and we will take action in pursuit of a just and lasting peace, based on the principles enshrined in the New York Declaration adopted one year ago. We firmly oppose actions tantamount to the annexation of Palestinian land and forcible displacement of the Palestinian population. “The Government of Israel must immediately halt the expansion of settlements and civilian administrative powers, ensure accountability for settler violence, and investigate allegations against Israeli forces. “We recognize Israel's legitimate security interests and reiterate our condemnation of the Hamas 7 October terrorist attack, the worst antisemitic massacre since the Holocaust. We are clear in our determination to tackle antisemitism wherever it occurs. We are unequivocally committed to the two-state solution, in accordance with relevant UN Security Council resolutions, that enables Israel and a sovereign, democratic and viable Palestinian state to live side by side in peace, security and mutual recognition within secure and internationally recognised borders.”
The announcement does not presently contain any specific measures although that could change rapidly in the future.
Israel's response to the sanctions announcements has been strong and proud. Last night, Israel's defence force declared itself fully operating and functional — business as usual — by putting a strategic Hezbollah terror tunnel network in Lebanon out of business with 1,100 tons of high explosives.
Israel is not cowering. It called out the "cheap satisfaction" that comes from "moralizing from afar".
STATEMENT BY THE EMBASSY OF ISRAEL IN CANADA: “Israel rejects Canada’s attempt to influence the outcome of the elections in Israel, as well as the decision to sacrifice bilateral trade for political gain.” The State of Israel rejects the attempt by the government of Canada to meddle in domestic democratic elections. Moralizing from afar might offer cheap satisfaction, but it is not a strategy. This move actively ignores the fact that the Jewish people have a documented historical connection and right to live across the Land of Israel. Just like recognizing the “Palestinian state”, this approach won’t improve a single Palestinian life. It very well might earn Canada another round of thank-yous from Hamas, though. The Canadian Jewish community are already suffering amidst the alarming rise in antisemitism under this government’s watch. Since Oct 7, Canada has repeatedly undermined our bilateral relationship instead of leveraging it to advance shared goals. The claim that Israel is “undermining the possibility of a two-state solution” is fabricated, and inverts the damage and distrust caused by the Islamists and jihadists of the Palestinian side. Each year, on September 11th, we pause to remember a day that forever changed the world. The attacks on the World Trade Center and the Pentagon resulted in nearly 3,000 lives lost.
Among them were 24 Canadians—individuals who were mothers, fathers, children, and friends. Their stories are woven into the larger tapestry of a day marked by unimaginable loss and extraordinary heroism.

Ontario Municipal Elections 2026
The people of Ontario will choose their mayors, municipal councillors, and school trustees in 2026.
The elections have already become controversial with mainstream and social media reports of multiple candidates expressing antisemitic sentiments and opinions.
As a registered charity soliciting tax-creditable donations from the public (that's a hint), CAEF is prohibited by Canadian federal income tax law from expressing support or opposition to any candidate for political office.
CAEF urges all its supporters who live in Ontario to participate actively in the elections. Democracy is the political theory that the people have the right to get what they want and deserve to get it good and hard. (Henry L. Mencken).
What can you do?
Register to vote
Vote
Invest your money in an election campaign for candidates you believe in. Just as there is no shortage of bozos running for office this year, there is no shortage of dedicated members and friends of the Jewish community who are seeking your support.
Volunteer for a campaign. Sort flyers, print flyers, canvass door-to-door.
Attend candidate meetings. Speak up.
Express your opinion on social media. Take a stand; publicly endorse and oppose candidates. That's what Facebook, X, and Instagram are for.
Spend your own money expressing your views on the candidates. That requires registration with your local city hall as a "Third Party Advertiser". At this time, CAEF President Michael Teper is the one and only individual in the entire City of Toronto who has bothered to register as a Third Party Advertiser. Registration is free. With all the people who attended at Adath Israel Synagogue this week to discuss antisemitism and public safety in Toronto, the fact that there is only one person in Toronto who is willing to spend their own money making their views known, presents an unflattering picture of the commitment of our grassroots community to advocate for itself.

Legal Update
September 9, 2026 was a busy day in Canada's courtrooms.
Kristoffer NIPPAK was convicted of contributing to a terrorist organization by Justice Maureen Forestell of the Superior Court of Justice sitting at Toronto. NIPPAK was co-accused with Matthew ALTHORPE, who was sentenced on March 27, 2026 on multiple terrorism charges and sentenced to a penitentiary term of 20 years. The court found that NIPPAK materially contributed to the creation of a recruitment video for the Atomwaffen Division, which is designated by Public Safety Canada as a terrorist organization. CAEF will be joining other Jewish community groups in presenting a Community Impact Statement at a sentencing hearing to be held in October. Read article
Lucas Alexander MACDONNELL pleaded guilty in Nova Scotia Provincial Court to willful promotion of hatred and advocating genocide. The charges stem from numerous antisemitic social media posts by MACDONNELL, primarily on X. In June 2025, CAEF was involved with the reporting of these social media posts to the New Glasgow NS Police Service. Sentencing is scheduled for January 2027. CAEF is planning to present a Community Impact Statement in this case as well. Read article
Abdirazak Mahdi AHMAD pleaded guilty in a Montreal Quebec courtroom to intentional discharge of a firearm while reckless as to consequences, in connection with a 2023 early morning shooting of the Yeshiva Gedola in the Côte-des-Neiges district of Montreal. The Crown and defence are making a joint submission for a 66-month sentence, which the Quebec Court is likely to accept. Prosecutor Jean-Christophe Ardeneus nonetheless told the court that there was no evidence this offence was motivated by antisemitism. CAEF Comment: If you believe that this offence had no antisemitic motivation, our President has some vintage comic books in his basement that he would like to sell you. Read article
Mohamed Ilyess AKODAD was sentenced to 24 months in jail by Justice Karine Giguere of the Quebec Court sitting in Montreal. The charges stem from a 2024 arson attack on Congregation Beth Tikvah in Dollard-des-Ormeaux, as well as a community centre operated by the Federation CJA. Court heard that Akodad claimed that he was hired to carry out the arson attacks, and that at the time he didn't realize the building was a synagogue.
Congregation Beth Tikvah. As the defendant pointed out to the court, some people might have difficulty ascertaining that this building is a synagogue. Why, it could be a bowling alley or a garden supply store!
The Ontario College of Teachers issued rulings this week regarding two complaints brought by CAEF members. CAEF is prohibited by OCT rules from publishing the names of the respondents and the specific facts of each complaint.
The Panel of the College's Investigation Committee did, however, issue a few generic remarks that we believe are in the interest of the people of Ontario, and in the interest of the teaching profession, to make public:
From the Ontario College of Teachers A Few Helpful Reminders to Certain Teachers The phrase “Globalize the Intifada” has been the subject of significant public debate and has been interpreted in different ways by different audiences. The Panel notes that many individuals, including members of Jewish and Israeli communities, perceive the phrase as associated with violence or as endorsing hostility toward Jews and Israelis. The Panel is of the opinion that teachers must remain mindful of the impact that public communications may have on students and families from diverse backgrounds. Even where a member's intention is political advocacy rather than hostility toward any group, public promotion of slogans that are widely perceived by some communities as threatening or exclusionary may contribute to feelings of fear or marginalization. The Panel reminds you to be cognizant of how your social media posts and reposts may be interpreted by the public. People can misinterpret what you say unless you are extremely precise with your words. They can also interpret a repost as you agreeing with the original post's content, even if you indicate that reposts are not endorsements. The Panel reminds you to be particularly cautious when referring to the Holocaust, especially on social media or another public platform. Comparing the Holocaust to other global events can easily be misinterpreted in a way that is upsetting, offensive, and perceived as minimizing the Holocaust. The Panel reminds you to reflect on your role as a member of the teaching profession when posting or reposting publicly. While you are entitled to the protection of freedom of expression, any expression that is perceived as derogatory, hateful, or that vilifies a particular person or group of persons will likely warrant College intervention due to the serious and negative impact that such speech has on students, staff, and the wider community. Furthermore, the Panel emphasizes that members of the College are entitled to have personal opinions on difficult and controversial matters and are entitled to express those opinions. The Member's right to freedom of expression pursuant to section 2(b) of the Charter is balanced against the College's duty to protect the public interest. College intervention will generally be warranted only when the expression crosses the line and exposes members of an identifiable group to hatred or is otherwise illegal.
CAEF Comment: What does the College mean by the expression "crosses the line"? Which line? Where is it drawn?

Law Society of Ontario Refuses to Consider CAEF Initiated Motion on Accreditation of TMU Law School
Last week, two CAEF Board members who are members of the Law Society of Ontario (LSO) initiated a motion to be considered at the September 16 annual general meeting of the LSO to withdraw the accreditation of the Lincoln Alexander Law School at Toronto Metropolitan University on account of the antisemitic environment that the TMU administration has comprehensively failed to address, as documented in the report of retired Court of Appeal Justice Mary Lou Benotto, which was issued on August 14, 2026. On September 10, the Treasurer (i.e., Chief Executive Officer) of the Law Society ruled the motion out of order, because the motion was brought after the August 6 deadline of 40 days before the Law Society's AGM.
The trouble with this ruling is that the Benotto report was issued after the deadline for bringing the motion. This ruling made consideration of this issue at the AGM inherently impossible.
Nevertheless, this motion served the function of bringing the issue of the antisemitic atmosphere to the direct attention of the Law Society. Treasurer Shalini Konanur issued a statement in response to the motion in which she stated that Law Society officials have met with TMU staff to hear directly about TMU's response to the Benotto report "and will continue to remain engaged." Treasurer Konanur continued that the Law Society "will continue to follow TMU's work closely and, at the appropriate time, consider whether any further steps are warranted within the Law Society's mandate."
