Ontario Inspectorate of Policing Issues Landmark “Notice of Issue” on Antisemitism


On July 14, the Inspectorate of Policing, which is the Ontario provincial agency tasked with oversight of police services across the province under the Community Safety and Policing Act, 2019, issued its first ever “Notice of Issue” titled “The Increase of Antisemitism and Hate Motivated Incidents”. The Notice acknowledges that crime statistics “demonstrate a particularly staggering increase in incidents against the Jewish community, motivated by antisemitism. Since 2023, Jewish communities have been the most targeted group for hate crimes in Canada while representing less than 1% of Canada's population.”


The Notice has seven action items for Ontario police forces. One of them calls for training “informed in part by the International Holocaust Remembrance Alliance's working definition of antisemitism, adopted both provincially and federally, and by the federal government's Canadian Handbook on IHRA, to provide guidance in identifying and appropriately addressing conduct motivated by antisemitic bias, prejudice or hate.”


This action item is, in CAEF's opinion, a significant step forward, as it represents the Inspectorate's endorsement of the IHRA Working Definition and the Canadian Handbook as authoritative materials for the training and guidance of police officers in identifying hate crimes and hate-motivated offences.


A second action item is for police forces to “effectively and consistently facilitate community impact statements for sentencing by partnering with organizations representing impacted Jewish communities.” Some police forces in Ontario, particularly the Toronto Police Service and York Regional Police, have already significantly improved their performance in this area, and are now consistently partnering with the principal Jewish advocacy organizations. CAEF has joined with ALCCA, B'nai Brith Canada, CIJA and the Friends of Simon Wiesenthal Centre on numerous occasions to deliver joint community impact statements that have been extensively quoted by judges in sentencing decisions. Examples include R. v. Aspenlieder, R. v. Akbari, R. v. Bahadur, and R. v. Gobin. Naturally, formalizing the process for outreach to obtain community impact statements is welcome and much needed.


The third, and in our view, most significant action item is the Inspectorate's call for police officers to impose release conditions on arrested individuals that are “properly and consistently considering the impact of hate motivated offences on Jewish communities” and that there must be “supervision to ensure consistent” imposition of release conditions that reflect the specifics of hate crimes. In some cases, judges do impose appropriate targeted release conditions as shown below.

7. Do not attend Mel Lastman Square at 5100 Yonge Street, Toronto.


8. Do not make any public statement, or make publicly available, directly or indirectly, physically or by use of internet, any statement or material, ascribing negative qualities or behaviour to members of the Jewish Community or members of the LGBTQS2+ Community by their membership in either identifiable group.


9. Do not engage in protest-related activity on private property EXCEPT with the express permission of the property owner or leaseholder.


10. Do not engage in any protest-related activity intended to prevent entry onto or exit from private property.


11. Do not engage in any protest-related activity which obstructs public roadways or pedestrian accesses/throughfares/sidewalks.


12. Be amenable to working with a Mental Health Court Support Worker.

We anticipate that with this Notice of Issue, police officers across Ontario, and indeed all of Canada, will consider themselves authorized and equipped to impose similar release conditions consistently.


We are grateful to the Inspectorate of Policing for taking the initiative to issue this groundbreaking document and are hopeful that it will be a major step in changing police culture in enforcing Canada's criminal laws against antisemitic crimes.

New Global Consortium to Advance Academic Study of Contemporary Antisemitism


Following a major conference on contemporary antisemitism held at Haifa University earlier this month, a major initiative was launched.

“Antisemitism has gone global, and the newly established Contemporary Antisemitism Studies Association is bringing an international reach and a sense of academic rigor to the study of the world's oldest hatred. The international academic group dedicated to the study of contemporary antisemitism was launched this week at the University of Haifa, as leading scholars across disciplines from around the world gathered there this week for the Contemporary Antisemitism Haifa 2026 conference, one of the field's largest gatherings, reports eJewishPhilanthropy's Justin Hayet.


International effort: More than 150 academics have already signed on as founding members, and an advisory board of senior scholars in the field has been established to help guide the organization going forward. The new organization grew out of a partnership among three institutions that have jointly organized this expanding conference series: the London Centre for the Study of Contemporary Antisemitism, Gratz College in suburban Philadelphia and the Elizabeth and Tony Comper Center for the Study of Antisemitism and Racism at the University of Haifa.”

Whereas:


  • The Government of Canada identified the regime in Iran as a state sponsor of terrorism and listed the IRGC and Hamas as terrorist entities in Canada;

  • On June 25, 2026, Prime Minister of Canada Mark Carney said that Canada should reopen its embassy in Iran;

  • Reports indicate that Iranian authorities were responsible for the murder of more than 40,000 civilians in Iran in January 2026;

  • The murder of Canadian photojournalist Zahra Kazemi (2003) and the death of Canadian environmentalist Kavous Seyed-Emami (2018) while in the regime's custody continue to raise serious concerns about the safety of Canadians in Iran;

  • According to an Ontario Superior Court ruling, the IRGC shot down Flight PS752 in an intentional act of terror on January 8, 2020, killing 55 Canadian citizens;

  • Since September 2012, the embassies of Canada and Iran have remained closed and diplomatic relations have not been restored, and in its announcement, Canada's Ministry of Foreign Affairs cited strong reasons for the closure, noting serious concerns about the safety of our diplomats: “Our diplomats serve Canada as civilians, and their safety is our number one priority”; and

  • The Iranian-Canadian community has consistently demonstrated its solidarity with the people of Iran through rallies attended by hundreds of thousands of participants across Canada.


We, the undersigned, citizens and residents of Canada, call upon the Government of Canada to:


  1. Refrain from reopening the Embassy of the Islamic Republic of Iran in Canada in order to demonstrate its solidarity with the Iranian-Canadian community; and

  2. Refrain from reopening the Embassy of Canada in Iran or restoring diplomatic relations with the Government of Iran.



Honest Reporting Canada Alert


Palestine Action, a banned terrorist organization in the UK, appears to be setting up shop in Canada. The group, which calls upon its followers to engage in violence and property destruction, became infamous in 2024 after one of its members smashed a police officer's spine with a sledgehammer.


Now, Palestine Action has identified a list of 'targets' in Canada, namely businesses which it encourages its followers to attack. Given the backdrop of violence and extremism in Canada, banning Palestine Action as a terrorist group is critical.
