Ontario Government Updates Hate Complaint Procedure Protocol
On September 20, the Ministry of Colleges and Universities updated and replaced the Minister’s directive on anti-racism and anti-hate for publicly assisted colleges and universities. The new directive provides for specific protocols for the reporting of discriminatory incidents, explicitly defined to include antisemitic incidents on campus. The protocols include:
--> Application of human rights and conduct codes to students, faculty, staff, management and visitors, including guest speakers.
--> Establishment of a complaints mechanism with “no wrong door” to filing a complaint. Institutions may not dismiss a complaint on the grounds that it was not filed with the correct office or branch of the institution.
--> Institutional response must be timely, effective and proportionate.
--> The complainant must receive initial communication from the designated department no more than 30 days from filing the complaint, along with an outline of the process/next steps and the estimated time for the issue to be addressed (including interim measures, where appropriate). There must be regular check-in points with the complainant on status at least every 30 days until the complaint is resolved (no more than 12 months).
See text of the directive.

How Antisemitic 9/11 Conspiracy Theories Target Jews
On September 10, 2026, the Blue Square Alliance Against Hate released a report on the numerous conspiracy theories that arose immediately post the attack in 2001 and since, with an increase blaming Jews after Oct 7, 2023. Below is an excerpt related to blaming Jews.
“The attacks also fueled a different form of collective blame against Jews. While Muslims, Arabs, Sikhs, and South Asians were often targeted as though they shared responsibility for the actions of al-Qaeda, antisemitic conspiracy theories cast Jews and Israel as the hidden architects of the attacks themselves. These claims alleged that Jews had planned, enabled, or profited from 9/11, turning the same tragedy into a vehicle for a very different form of hate.
From August 2020 through the present, the Blue Square Alliance Against Hate Command Center has tracked four million online conversations involving antisemitic 9/11 conspiracy theories. These claims appeared in online discussions every year during that period, but following the October 7 attacks, the Command Center found that their average conversation volume increased by 1,218 percent.”

To the 𝗨𝗞, 𝗙𝗿𝗮𝗻𝗰𝗲, & 𝗖𝗮𝗻𝗮𝗱𝗮: Go Shove It
You sanctimonious, hypocritical cowards. How dare you threaten the one Jewish state on earth—after everything your nations did to us. You dare speak of “humanitarian values” while standing on piles of Jewish bones your ancestors buried beneath cobblestones, cathedrals, and charters of “civilized” nations.
𝗕𝗿𝗶𝘁𝗮𝗶𝗻
Oh, 𝗕𝗿𝗶𝘁𝗮𝗶𝗻. The empire that carved up the Middle East with a pencil and a gin and tonic. You issued the Balfour Declaration and then slammed the door on Jewish refugees fleeing the Nazis. You handed chunks of Jewish land to Arab monarchs and let Jews die in the Holocaust rather than let them enter your precious Mandate. You interned Holocaust survivors in 𝗖𝘆𝗽𝗿𝘂𝘀 like they were criminals. And now you’re wagging your colonial finger at Jews for building homes on our ancestral hills?
Go shove your royal hypocrisy back into Buckingham Palace and deal with your own collapsing society—where knife crime, antisemitism, and Islamic extremism are more common than fish and chips.
𝗙𝗿𝗮𝗻𝗰𝗲
Liberté, égalité, fraternité—unless you’re a Jew. You deported over 75,000 Jews to their deaths during the Holocaust with the full cooperation of the French Vichy regime. You let them be shoved into cattle cars from the Vel d’Hiv while Parisians watched. And after the war? No justice. No reckoning. Just decades of indifference and empty words. Today, Jews are being stabbed in the streets of 𝗙𝗿𝗮𝗻𝗰𝗲, synagogues are under military guard, and you still have the audacity to lecture us about morality?
You couldn’t defend your own republic from a gang of jihadists in a van, but now you want to dictate how 𝗜𝘀𝗿𝗮𝗲𝗹 defends itself from genocidal terrorists hiding behind human shields? You are morally bankrupt and culturally collapsing. Go lecture someone else while your republic burns.
𝗖𝗮𝗻𝗮𝗱𝗮
Oh 𝗖𝗮𝗻𝗮𝗱𝗮—𝗔𝗺𝗲𝗿𝗶𝗰𝗮’s cold, smug, spineless cousin. Your “moral high ground” is a snow-covered hill of lies. You locked Jewish refugees out during the Holocaust. The ship St. Louis begged for your mercy. You sent them back—to die. “None is too many,” your officials said. That’s your legacy. Your history. And today, your politicians pose for photo ops in mosques that glorify martyrs while denouncing 𝗜𝘀𝗿𝗮𝗲𝗹 for fighting genocidal killers.
You’ve turned your universities into Hamas fan clubs and your Parliament into a circus of virtue signalling. You host terrorists in suits and call it diplomacy. You abandoned the Jews when we were stateless, and now you want to punish us for defending our state?
Here’s Our Response:
We’re not the broken, stateless Jews of 1942. We’re the sovereign people of 𝗜𝘀𝗿𝗮𝗲𝗹—armed, aware, and unapologetic. Your sanctions are a joke. Your threats are meaningless. Your moral lectures are garbage. We don’t need your permission to live. We don’t need your validation to fight.
You allowed Jewish blood to soak your soil for centuries. Now that Jews fight back, build, thrive—you clutch your pearls?
𝗜𝘀𝗿𝗮𝗲𝗹 doesn’t need your empty Western democracy. We have something older, holier, and stronger: truth, covenant, survival.
Go shove your resolutions where the sun doesn’t shine.
We’re not going anywhere.
And next time you dare threaten the Jewish state—
Remember who we are now.

The Nakba Exhibit
Read article by Rhonda Spivak, editor, Winnipeg Jewish Review, noting that according to data analysis, a Palestinian state would not have arisen if Arab states had won the 1948 war, August 22, 2026.
Read excerpt: “According to a 1937 report by the British Peel Commission presented in the ground-breaking 2010 book Palestine Betrayed, by scholar Efraim Karsh, during 1922 through 1931, the increase of the Arab population in the mixed-towns of Haifa, Jaffa and Jerusalem was 86%, 62% and 37% respectively. This is to be contrasted with purely Arab towns such as Nablus and Hebron where the increase was only 7% and a decrease of 2 percent in Gaza.” These statistics suggest that Arab migrant workers, both legal and illegal, were attracted by economic growth generated by the Jewish community in Palestine.

CAEF Advocate Award of Excellence — Honouring Dr. Brian Crowley, Tuesday, October 27
You are warmly invited to an evening to honour Brian Lee Crowley, a distinguished thought leader whose work has brought a focus on the critical issues of antisemitism, the Middle East, radical Islam and more to the heart of Canada's national conversation.
Brian Crowley founded the Atlantic Institute for Market Studies (AIMS), and the Macdonald Laurier Institute (MLI).
MLI is the premier Canadian public policy think tank, addressing a wide array of national issues and, through the Promised Land Project, the related issues of Middle East conflict, antisemitism and the dangers of radical Islam. Crowley initiated the Promised Land Project on the premise that Canada is a land that has held out the promise of freedom and security to millions around the world and should be held to account for its failure to live up to this promise to its Jewish citizens.
MLI is also the only Canadian think tank with an office in Washington, the Center for North American Prosperity and Security (CNAPS).
Brian Crowley is author of six books, notably Gardeners vs Designers and Fearful Symmetry, and numerous op-eds and research papers. He holds degrees from McGill and the London School of Economics, including a doctorate in political economy.
