RE:  Campaign Against Jewish Charitable Institutions

On April 22, 2026, several groups - the Canadian Foreign Policy Institute, the Ontario Palestinian Rights Association, Just Peace Advocates, and Palestinian and Jews United filed a complaint with the Canada Revenue Agency (CRA) demanding that the CRA revoke the charitable status of eleven private schools serving the Jewish community.

This is yet another round in the endless war these groups and their affiliates are waging against the Jewish community in Canada.

The complaints themselves are frivolous and meritless.  One of the complaints targets the Toronto Heschel School because at some time, it allegedly hosted in its auditorium the performance of a concert band that was supposedly connected with the Israel Defence Forces.

None of these complaints offer any proof of violations of the Income Tax Act by these schools.  Previously, these organizations targeted Jewish summer camps.

We're getting tired of the unceasing harassment of our institutions, and the abuse of administrative agencies such as the CRA, by these hooligans.

We're not using the word hooligan lightly.

One of the groups sponsoring this campaign, the Canadian Foreign Policy Institute, is a project of Yves G. Engler of Montreal.  Engler is an anti-Jewish bigot obsessed with the demographics of Hampstead PQ and what he perceives to be an insufficient rate of intermarriage.  Engler is also a habitual criminal.  Expelled from Concordia University for antisemitic violence and mischief, Engler has continued his criminal career with three recent findings of guilt for criminal harassment and obstruction of a peace officer.  He was sentenced to two years of probation and 50 hours of community service.

This complaint, and the associated letter writing campaign, is just a continuation of the hate-motivated harassment of our community by these organizations.  We urge the CRA to put it in the rubbish bin where it belongs.

Best regards,

R. Michael Teper

President
