Legal Update


1. Charges laid against Muhammad Anas SIAL - CAEF Police Complaint Gets Action!


On March 15, 2026, CAEF President R. Michael Teper reported Muhammad Anas SIAL to the Toronto Police Service for public incitement of hatred against Jews for displaying placards that contained dehumanizing imagery of Jewish people at the corner of Bathurst Street and Sheppard Avenue in Toronto earlier that day.


The TPS incident number was 26-548055.  On Thursday April 2, (the second day of Passover), the TPS announced the arrest of SIAL on that charge, using the same incident number.  Various other Jewish community advocacy organizations also filed similar complaints at approximately the same time.


CAEF will be monitoring the progress of the case closely, and if the defendant is found guilty, will file a Community Impact Statement with the court.

News Release Man Arrested for Public Incitement of Hatred at Demonstration, Bathurst Street and Sheppard Avenue West Unit: Hate Crime Unit Case #: 2026-548055 Published: Thursday, April 2, 2026, 4:00 PM The Toronto Police Service is making the public aware of an arrest made for Public Incitement of Hatred at a demonstration. On Sunday, March 15, 2026, at approximately 1:15 p.m., protestors and sewosererosesters attended a demonstration at the intersection of Bathurst Street and Sheppard Avenue West. It is alleged that: • the accused attended the demonstration with other protestors and displayed an antisemitic sign he marched with the sign toward the group of pro-Israeli supporters while shouting derogatory slurs * the accused was later identified through investigation • On April 2, 2026, members of the Hate Crime Unit executed a Criminal Code Search Warrant and located Muhammad Anas Sial, 33, of Toronto, was arrested and charged with: 1. Public Incitement of Hatred He was scheduled to appear in court at the Toronto Regional Bail Centre, 2201 Finch Avenue West, on Thursday April 2, 2026, at 10:00 a.m., in courtroom 105. Also today, in early morning hours, a number of search warrants were carried out across Toronto, including at residences and a self-storage unit. The signs that were displayed on March 15 were seized along with other evidence. Police also seized a number of phones and laptops from suspects and persons of interest. This is an active and ongoing criminal investigation. The Toronto Police Service determined that the conduct observed on March 15, along with other factors, represented an escalation in bebaxiou, that became a clear risk to public safety. As a result, the Toronto Police Service has implemented an operational ban to prevent demonstrators from entering residential streets in the Bathurst Street and Sheppard Avenue West area. Police will continue to monitor the situation and adjust their response as necessary. 2. CAEF files Community Impact Statement in R. v. Mona AYESH (Guilty of Theft Under $5,000).


CAEF has filed a Community Impact Statement with the Ontario Court of Justice sitting at Toronto in the case of Mona AYESH, who was found guilty of theft under $5,000 in connection with an incident in which the defendant stole an Israeli flag belonging to pro-Israel rally organizers at the corner of Bathurst Street and Sheppard Avenue in Toronto, and stomped on the flag.


Below is a copy of the Community Impact Statement CAEF has filed with the Court.

Your Honour: My name is Michael Teper, and I am presenting this Community Impact Statement in my capacity as President of the Canadian Antisemitism Education Foundation (CAFF). CAFF is a Canadian charitable organization dedicated to is focused on combatting antisemitism in Canada through education research and advocacy. Members of Toronto's Jewish community assembled on the north-west corner of Bathurst Street and Sheppard Avenue since the October 7, 2023 terrorist attacks against Israeli civilians, during which over 1,200 innocent people were murdered and over 400 people were taken hostages by Hamas terrorists. They assembled at that corner, which is situated in the geographic center of Toronto's Jewish community, to emotionally support each other through the ordeal of the aftermath of the October 7 atrocities and the continuing captivity of the hostages, and to publicly call for the unconditional and immediate release of the hostages and to show our support for relatives and friends in the State of Israel. This series of over 100 consecutive weekly grassroots rallies continued without interruption in all seasons and in all weathers. Sometimes, the rallies attracted only a few dozen, sometimes several hundred. Eventually, these rallies attracted counter-protesters on the north-cast corner of this intersection. One of them was the defendant.] On February 9, 2025 the defendant chose to express her displeasure with the Jewish community's message by stealing a flag of the State of Israel that was the property of one of the rally organizers, Guidy Mamann, and stomping on it. For Toronto's Jewish community, this is far more than a petty theft. It's a brazen act of intimidation and provocative aggression against us as we lawfully exercise our Charter-guaranteed rights to free expression and free assembly. For our community, this act was not about the defendant's rights to express her opinions, it was about her willful interference with our rights to safely express our own. On Sundays, tensions are often elevated at the comer of Bathurst and Sheppard. The dozens of police cars stationed in the parking lot of the medical building north of the Bathurst and Sheppard plaza testify to the potential for violence breaking out at any moment. This act of theft and destruction only added to the tension, and to the fear felt by members of our community that a brawl could break out at any time. As Canadian citizens of Jewish and/or Israeli background, we have the right to demonstrate our identity and our viewpoints in public, just as much as the defendant. We have the right to be Zionist and proudly support the State of Israel, in public. The defendant, by her act of theft, sought to silence us and deprive us of these rights. That cannot be allowed to stand. Thank you for listening to the voice of the Toronto's Jewish community in this matter.

3. Anti-Israel and "Socialist Action" Protester Barry A. WEISLEDER Arrested - April 4, 2026


On April 4, 2026, "Socialist Action" anti-Israel protester Barry A. WEISLEDER was arrested by the Toronto Police Service outside the building of the Superior Court of Justice at 360 University Avenue in Toronto, following an incident in which, according to a video recording published by Caryma S'ad, the defendant attacked Ms. S'ad's videographer Adam Lee Wasserman with a long flagpole.  The defendant is also a retired member of the Ontario College of Teachers ("College").  His license is in "inactive" status, which means that he remains under the disciplinary jurisdiction of the College.  CAEF President R. Michael Teper has filed a complaint with the College.


The defendant is a prominent member of the NDP Socialist Caucus and was one of the principal members of the aborted NDP leadership campaign of Yves Engler.


The defendant has a previous disciplinary history with the College.

4. Community Meeting - By Registration Only - Bathurst & Sheppard Area Residents


CAEF is sponsoring a Community Meeting at the Lodzer Synagogue 12 Heaton Street Toronto April 13, 2026 7:30 PM for residents of the Bathurst Street/Sheppard Avenue area who fear for their safety on account of the continuing anti-Israel protests and marches.


Legal counsel will be present to offer insights into legal remedies, including an application for a civil injunction and/or a Criminal Code Section 810 peace bond against the protest leaders.

5. Elections Act Allows a Jew Hater to Run in Federal By-Election


The Friends of Simon Wiesenthal Center circulated the following on March 31st, 2026: FSWC Voices Alarm That Man Convicted of Promoting Hate and Genocide Against Jews Is Running in Federal By-Election in Toronto



Leslie Bory, who was found guilty of advocating genocide, wilful promotion of hatred and uttering threats, possession of weapons, calling on others to come and bring their guns to exterminate Jews. He has been confirmed as a candidate in the upcoming federal by-election in the Toronto riding of University–Rosedale

Update on the Weekly Protest at Bathurst and Sheppard


CAEF is following up with the police to gather more information as to their tolerance for a weekly anti-Israel protest. What happened after the police chief announced that protesters would be restricted from walking the streets of a Jewish neighborhood? Most understood that to mean, they would be confined to their North East Corner of Bathurst St and Sheppard Avenue but on March 29th the smaller than usual Jew hating crowd marched west on Sheppard Avenue, a main street that is home to Darchei Noam Congregation, the Heschel School, the Toronto Community Mikvah and several residential buildings with large numbers of Jews.


The police presence itself leads to many questions. Why did police start to arrive at 10am for a usual noon to 2pm protest? Why were there 4 parked ambulances, a bomb squad and police on horses as well as bikes and in patrol cars? Police certainly outnumbered protesters, whom they escorted down the avenue. What was the security assessment that prompted that level of police “protection” and the presence of ambulances never before in place before a protest?


What is the cost to the City of Toronto, for bringing this many resources to an almost petered out protest, and why is the protest, if deemed such a risk, allowed to continue? Why do elderly Jewish residents have to avoid traversing their own street to avoid harassment by Islamist lunatics? Why is the Jewish community having to be ever vigilant in Canada’s largest city, while no other ethno-racial, religious or national group is under threat?

Michael Teper, a counterdemonstrator, said police shouldn't have let the protesters leave the Bathurst and Sheppard intersection in the first place. The northeast corner where the group typically sets up is a commercial strip where they are less likely to bother residents, he said. He argued that while the group was blocked from residential streets Sunday, they still caused distress to those living in residential apartment buildings along Sheppard. At least one woman came out on her balcony to shout obscenities at the marchers. Teper, who is president of the Canadian Anti-Semitism Education Foundation, said the Bathurst-Sheppard neighbourhood is "the geographic heart of Toronto's Jewish community," and with no government institutions in the area, there's no good reason for pro-Palestinian activists to rally there.

Canada-Israel Friendship Association Posted Call for Information


CANADA: On Thursday, April 2, 33 year old Muhammad Anas Sial (pictured), was arrested and charged with Public Incitement of Hatred.


On Sunday, March 15, 2026, at approximately 1:15 p.m., pro-Israel protestors and pro-Hamas counter-protestors attended a demonstration at the intersection of Bathurst Street and Sheppard Avenue West.


It is alleged that the accused Muslim attended the demonstration with other pro-Hamas protestors and displayed an antisemitic sign which depicted a grotesque hook-nosed Jew with side locks. He marched with the sign toward the group of pro-Israeli supporters while shouting derogatory anti-Jewish slurs.


The Muslim was later identified through investigation.


On April 2, 2026, members of the Hate Crime Unit executed a Criminal Code Search Warrant and located the accused. He was scheduled to appear in court at the Toronto Regional Bail Centre, 2201 Finch Avenue West, on Thursday April 2, 2026, at 10:00 a.m., in courtroom 105.

Israel Flag Raising Cancelled


Mississauga Ontario approved CAEF’s application to raise the flag of Israel 🇮🇱 as falling within their policies. The event was set for April 22, 2026. We note that the Palestinian flag was raised in November 2025 and that Mayor Carolyn Parrish has personally celebrated many flag raising ceremonies in recent months. 


Representatives of CAEF met with City and security officials just last week who assured us that the event could proceed safely. And yet the Mayor moved and passed a motion banning all foreign flag raisings— including those already booked.While the City is free to reexamine its policies, it is not free to act in a discriminatory fashion. We must ask the Mayor, what are you afraid of?

Old Avenue Restaurant Attacked


During Passover while Jews marked the holiday by gathering at home and in synagogues - often under heavy police armed guard - a restaurant in Toronto co- owned by a vocal Jewish activist was shot at in the early morning hours. Multiple gunshots destroyed the front windows and damaged the interior   This is the second time that same business was targeted — its satellite location was damaged by bullets fired in an overnight attack just a month ago.  It comes at a time that the list of violent Antisemitic attacks, once a rarity in Canada, continues to grow.   Clearly this is a dangerous escalation of antisemitism that has gone largely unchecked in our streets and demands a concerted  effort by all level of government and enforcement officials.  As Israel’s Consul General Idit Shamir is quoted as saying: ‘Repeated targeting of Jewish individuals, businesses, and institutions is creating a climate of intimidation. Statements of concern are no longer sufficient.”

University of Toronto Action Plan to Antisemitism Rebuffed


On March 26th the U of T Governing Council meeting included an agenda item from a group of professors, who sit on the Council, and drafted a report which documented 50 antisemitic incidents followed by a series of recommendations addressing the spiraling antisemitism on campus. This antisemitism has grown over decades but particularly over the last 5 years. The report which circulated in advance of the CG meeting, but after the Executive had received it, was met with significant recognition and support from the Jewish community and others in Ontario.


While not all recommendations were "endorsed," the need for action most certainly was. Authors of the report had done an intense job of documenting the variety of antisemitic acts, behaviours, and verbiage that has affected the atmosphere for both students and faculty. Some hateful acts come from student groups and faculty organizations, and some from individuals, and the current university environment tolerates this. The administration has done little to no disciplining and/or shrugs it off. This is an established pattern at U of T and has been in place before and during the lengthy unproductive tenure of the Working Group on Antisemitism that a few years ago produced a useless report on the subject, a report highly criticized by both CAEF and B'nai Brith Canada. Now, we have a useful report but a Governing Council and administration that seems to prefer to turn their eyes away from the annoying data that and description of antisemitism on campus. They certainly were not thrilled to receive clear and well considered recommendations to address the problem. The authors had studied numerous other university reports in North America and were clear in offering solutions.


The University's President, Melanie Woodin indicated she would "investigate the matter" and give consideration to the report. That could be interpreted as "bury this report," or ask the DEI department what the minimum must be done to shut off the noise makers, or stall for as long as possible but don't expect progress that will displease the Jew haters.


CAEF will not wait silently.

CAEF invites all on campus and off, who see the need for action, to write letters to President Woodin or Governing Council Chair, Ms Anna Kennedy. Ask for serious consideration of the Report. Ask for recommendations to be priorized and implemented within a defined time frame. Urge the President and Governing Council to take responsibility for the poisonous atmosphere on U of T campus, and demand justice for Jews!

Celebrating Nowruz Unbroken



March 30th at the Richmond Hill Centre for the Performing Arts, hundreds of Iranians gathered to celebrate a millennial old Persian tradition, welcoming spring, sharing hope, and wishing everyone joy and happiness. This year’s themed event organized by the International Centre for Human Rights and Hope in Your Hearts was Norwuz Unbroken, and the message was clear. Unbroken, unbending, and continuous Persian history and love of tradition will continue, even when challenged mightly by the forces of evil under the Islamic theocracy ruling Iran.


The magnificent program included remarks from extremely supportive elected members of federal and provincial governments, dancers and singers and an orchestra of outstanding Iranian musicians. The program also devoted time to remember lost loved ones, murdered by the Iranian theocratic tyrannical regime. 


Persian food, as well as messages of love, support, hope and resilience, was in abundance.


Representatives Andria Spindel and Avi Attali attended for CAEF and were joined by reps from Tafsik and CWAA.
