Terrorism Charge Issued against Ahmad Hassan Layosa HAJAHMAD


Ahmad Hassan Layosa HAJAHMAD (aka Ahmad JARRAR), 33, a regular anti-Israel protester at the Bathurst/Sheppard corner and at the annual Walk with Israel parades, was charged on July 20, 2026 with participating in or contributing the activities of a terrorist group on account of his use of amplification devices to make public statements advocating for the detestation and harm against members of the Israeli and Jewish communities, according to a Toronto Police Service press release issued on July 22, 2026.



Here's what the gallant gentleman looks like.



Initiation of a prosecution for terrorism offences such as Section 83.18 of the Criminal Code requires the prior consent of the Attorneys General of Ontario and Canada, which have been granted.



The specific facts of HAJAHMAD's activities have not been publicly revealed due in part to a court-imposed publication ban.

The bail conditions for HAJAHMAD include a ban on attending any protest within 500m of a Jewish institution. That means he's banned from the Bathurst/Sheppard intersection. If you see him there, do not approach or confront him. Instead, immediately alert a Toronto Police constable or dial 911.


HAJAHMAD was charged with mischief in relation to a smoke bomb incident at Union Station on New Year's Eve December 31, 2024 but the charge was withdrawn by the Crown in July 2025.

The next date HAJAHMAD will appear in court will be August 26, 2026 at the Provincial Courthouse at 10 Armoury Street Toronto. CAEF will be diligently following the progress of the case 4810-26500110987.

Palestine Action was founded in 2020 out of the United Kingdom as a direct-action network with the explicit goal of disrupting the operations of companies involved in manufacturing weapons and military equipment for Israel.


In UK court documents, cofounder Huda Ammori set out the network's aims:


“In 2020, I co-founded Palestine Action, a direct-action protest group aimed at preventing military targets in the UK from facilitating gross abuses of international law. The aim of terrorists is to take lives and hurt people: that is the opposite of what Palestine Action is about. Palestine Action's aim is to take direct action against Israel's arms trade in Britain. Our aims have never included, and we have never encouraged, harm to any person at all. The goal is simple: to put our bodies in the way of military machine perpetrating genocide. The main target has been stopping Elbit Systems [a defence company which is said to supply the Israeli government].
I am not the leader. We are a horizontal movement and everyone is the same. We have different working groups for different things and all work together. I sometimes do more of the public speaking. We encourage people to have their own ideas and take their own actions. These do involve damage to property contributing to the arms industry, but also have involved demonstrations, talks, sit ins, posters/banners and sieges. For example, supporters of Palestine Action from the local community in Leicester hold a demonstration outside an Elbit factory there weekly”


In 2025, the United Kingdom officially proscribed Palestine Action as a terrorist organization due to its aggressive direct action tactics that included break-ins, property destruction and violence targeting defense contractors and military sites. This followed an attack a month before on RAF Brize Norton site where they spraypainted military planes. In 2024 it was reported that members of the group raided an Elbit Systems UK site during which a police officer was seriously assaulted with a sledgehammer. The terrorist designation was later affirmed on appeal by their courts.


Palestine Action, as a transnational extremist group, represents a national security threat here in Canada as well.


“In a report by Gabriel Colodro, security experts and Jewish advocacy officials warn that the group's online material may do more than name companies connected to Israel's defense sector—it may lower the barrier between political activism, vandalism, sabotage, and potential violence.”


Palestine Action has extended its reach into Canada with active chapters such as Palestine Action YYT and an active social media account On the YYT website the claim is made that each chapter is independent yet they share a network of common actions and information.



Palestine Action posted a “target map” where it listed organizations in numerous locations including Canada which they claimed had ties to Israel and/or its military. Clicking on these locations sent users to a manual setting out how to carry out “direct action”. These suggestions included putting together “cells” to carry out property damage and ways to avoid detection for criminal offences.



The line has been crossed. York Regional Police confirmed that an attack against Dishon Limited, in Concord Ontario, took place recently where windows were smashed and graffiti spray-painted on walls. It is reported that the group claimed responsibility for the incident. This will only intensify without government action with further campaigns targeting other defense companies such as Elbit Industries.

Legal Update


1. Mikhail BYKOV


The sentencing hearing of Mikhail BYKOV, originally set for July 24, 2026, has been postponed due to BYKOV requesting that he be allowed to complete a course of counselling prior to sentencing. BYKOV was found guilty of public incitement of hatred and willful promotion of hatred against Jews on account of a series of antisemitic stickers and posters he affixed to light standards and other outdoor infrastructure at various locations in downtown Toronto in the fall of 2023.


2. Mostafa ELDIDI and Ahmed ELDIDI – Jury Trial to Commence September 8, 2026, Superior Court of Justice Sitting at Newmarket


Mostafa ELDIDI and Ahmed ELDIDI stand charged with conspiracy to commit murder, while Ahmed Eldidi is charged with various terror offences and war crimes in relation to activities of ISIS in a case described by the RCMP, according to a CBC report, as “the first national security investigation where war crimes charges have been laid in Canada.”

This international symposium will now be held under the auspices of the newly launched Contemporary Antisemitism Studies Association (CASA) as its dedicated symposium for empirical studies. The symposium will bring together scholars from a range of disciplines to present and discuss empirical research on contemporary antisemitism. It aims to foster rigorous interdisciplinary dialogue and advance the growing field of empirical antisemitism studies.


In response to requests from colleagues who only recently learned of the symposium, the submission deadline has been extended to Monday, July 27.


We welcome submissions of empirical research on contemporary antisemitism from scholars across disciplines and career stages.
