Israeli Consulate for Ontario and Western CanadaCelebrates 78 Yearsin Partnership with Israel Bonds Celebrating 75 Years
Several hundred people celebrated Israel's independence and the country's cultural diversity on May 13th at Temple Sinai Synagogue, Toronto. Hosted by the Israeli Consulate and Israel Bonds, the messages focussed on the early resilience, hope and innovation of those who settled in or resettled Israel after 2000 years of Jewish dreams, and these same values and aspirations that make Israel great. There is little question that Israel is indeed the light unto the world that it is meant to be.
Deputy Consul General, Anna Bensoussan and Belinda Schneeweiss of Israel Bonds were the co-emcees. They acknowledged several local Jewish business owners and a synagogue that had been shot at, and welcomed Ontario Solicitor General Michael Kerzner, MPP. The CEO of Israel Bonds, Racquel Savatti, was passionate and informative in speaking of our collective love for Israel.
The attending politicians sat together with an image of Herzl behind them, at a long table, reminiscent of that famous image of Ben-Gurion and his colleagues declaring the State of Israel's independence on May 14, 1948. The politicians likewise all signed a copy of Israel's Declaration of Independence.
Legal Update
Toronto Police Services Board Releases 2025 Hate Crime Statistics Report
Hate-motivated crimes against the Toronto Jews are significantly down in 2025 compared to 2024. Hate-motivated crimes still target Jews more than any other minority group, and target Jews more than the next two minority groups combined.
32 Division, whose territory includes the heavily Jewish Bathurst Street corridor between Lawrence Ave. and Steeles Ave., has by far the highest concentration of hate crimes in Toronto, greater than even the high-density downtown core.
Criminal Charges
Out of the 231 hate crime occurrences reported to the Toronto Police Services, 217 charges were laid against 73 arrested persons.
Hate Propaganda Charges
There are four hate propaganda crimes in Canada: (a) wilful promotion of genocide against an identifiable group (Section 318), (b) public incitement of hatred against an identifiable group (Section 319(1)), (c) wilful promotion of hatred against an identifiable group (Section 319(2)), and (d) wilful promotion of antisemitism by condoning, denying or downplaying the Holocaust (Section 319(2.1)). Only 7 charges of this category of offences were laid in 2025.
Now, here’s where the Toronto Police Service is failing. On July 20, 2025, CAEF President Michael Teper filed a complaint with the TPS (25-1508841) against Wojtek PALCZYNSKI for postings on Twitter like these ones.
The gentleman in question isn’t all that hard to find.
After 10 months of investigation, the TPS still hasn't managed to effect an arrest.
Sometimes, the TPS is reluctant to make hate propaganda arrests where the material is related to the Middle East conflict — they consider it "political speech" and believe the charges won't stick. But the content of these postings has nothing to do with wars on the eastern shore of the Mediterranean Sea.
Even an investigative reporting story in the National Post has not been enough to motivate the Toronto Police to act.
CAEF has filed several other hate propaganda complaints with the Toronto Police Service:

None of these complaints have resulted in arrests to date.
Court Dispositions
The statistics get equally troubling when it comes to the prosecution of hate propaganda offences. According to the Statistical Report, Toronto courts dealt with four charges for public incitement of hatred. No other types of hate propaganda charges were disposed of by the courts. Of these four cases, three of them were withdrawn. Only one of these charges resulted in a conviction and a 12-month jail term. Based on CAEF's records of these cases, we believe this sole conviction was that of Razaali BAHADUR, who spewed antisemitic invective in Nathan Phillips Square while counter-protesting the April 7, 2024 Rally for the Hostages. Of the remaining three cases, two were those of Loui BOUCHHINE and Syed RAZA relating to their behavior at the Walk with Israel rally in 2024.

Barbarism Recorded, Reported, Retained — NOW Justice Must be Pursued
On May 13, 2026, The Israel Civil Commission released two reports on the October 7th Crimes by Hamas Against Women and Children:
Kinocide Report: Exposing the Weaponization of Families — Giving It a Name and Legal Context
Silenced No More: Sexual Terror Unveiled — The Untold Atrocities of October 7 and Against Hostages in Captivity
Both reports are the culmination of thousands of images, firsthand reports, Hamas's own filming/posting of its cruelty. The world must not forget. More is needed to bring truth to the world and justice to the perpetrators.

Specifically, the people of Canada repose a special trust in the teaching profession to bring truth to young people. Infuriatingly, several members of Ontario's teaching profession have issued or re-published statements on social media that deny the October 7, 2023 atrocities, e.g., Sheila MATTAR and James Petrie MITCHELL. CAEF and its members are pursuing these matters with the Ontario College of Teachers.

Tell Canada Revenue Agency to Reject Campaigns that Target Jewish Charities
CIJA has initiated a campaign for all Canadians of good faith and seeking justice to sign. The targeting of Jewish charities is suspect, especially when the target is Jewish summer camps, day schools and humanitarian causes. Some of those pushing for investigation of Jewish charities are among the usual suspects of hate mongering anti-Israel protest groups.

Tennessee Takes a Step towards Righting a Wrong

“The Tennessee General Assembly passed the Recognizing Judea and Samaria Act — legislation that formally bars state agencies from using the term "West Bank" in official materials, requiring them instead to use the historically and biblically accurate name: Judea and Samaria. Governor Bill Lee is expected to sign it into law.
This is not a small thing. The name "West Bank" was invented in 1950 by the Jordanian government to erase Jewish history from the heartland of the Land of Israel. Tennessee just said: not in our official documents. State Senator Mark Pody and State Rep. Chris Todd led the charge, with powerful testimony from the indomitable Laurie Cardoza-Moore of Proclaiming Justice to the Nations.
The battle over language is the battle over truth — and Israel365 Action has been in this fight for a while. At the 2024 National Religious Broadcasters Convention, NRB President and CEO Troy Miller endorsed our resolution calling on Christian media to abandon the term "West Bank" in favor of "Judea and Samaria." Tennessee didn't pass this legislation because Washington decided it was a good idea. It passed because people on the ground — pastors, activists, rabbis, and Christians who love Israel — built relationships, showed up, and made the case.
Why Don't Canadian Universities Report Foreign Funding?
It has long been a concern of CAEF that senior levels of government in Canada, those that provide funding for universities and colleges, do not require transparent reporting by these independent organizations, of any and all foreign funds. Whether funds are for research, programs, events, appointed faculty, student groups, and of course for protests, there is no reporting. In the US, reports of recent years confirm that billions sent to universities went to fund departments, programs, faculty that were distinctly antizionist, most often supportive of woke positions that contributed to an atmosphere of hostility, discomfort and even threats to Jews on campus. Why no mandatory reporting of tax payer funds in higher education in Canada?
