Secure Canada Calls on Government to Designate Palestine as State Supporter of Terrorism


Canada’s State Immunity Act provides that foreign states can be designated as supporting terrorism if they commit an act or omission that would contravene sections 83.02 to 83.04 or 83.18 to 83.23 of the Criminal Code, for the benefit of, or in relation to, a listed terrorist entity. Only Iran and Syria are currently designated. The analysis focuses on three entities that plausibly constitute the core of the newly recognized Palestinian state: the Palestinian Authority (PA), the Palestine Liberation Organization (PLO), and Fatah. There is evidence that the PA engages in systematic financing of terrorism through its stipend program, which provides escalating payments to convicted terrorists and the families of those killed in attacks.

Judgment and Sentence in Canada's First Criminal Case of Promoting Antisemitism through Holocaust Denial


On September 19, 2025, Canadian courts recorded their first criminal conviction for the new criminal offence of Promoting Antisemitism through Holocaust Denial, in the case of R. v. Kenneth Paulin.  Mr. Justice Collin McMorrow of the Ontario Court of Justice sitting in North Bay accepted Paulin's plea of guilty on both the counts of promoting hatred against an identifiable group and promoting antisemitism through Holocaust denial, and imposed a total sentence of 259 days custodial imprisonment.  The court also imposed significant conditions for a two year post-custody probationary period, including a prohibition on Paulin using social media or emails except for limited legal and medical exemptions.

In addition to the very able comments made by Rochelle, we have some additional observations:


  • You may be wondering why there has been so little coverage of the case so far. That is because the court imposed a publication ban soon after Paulin was charged; the publication ban expired when the sentencing hearing concluded.

  • Though Paulin asserted Metis ancestry, he did not claim that the court should take his Indigenous background into account in determining the sentence through a "Gladue" pre-sentence report, as the consideration of a "Gladue" report would have significantly extended the sentencing process.

  • Both the Crown and defence delivered a joint submission on sentencing to the court. Though a judge has the power to reject a joint submission and impose either a greater or lesser sentence, that power is exercised rarely and only where the joint submission is grossly unfit.

  • Paulin argued in the sentencing hearing that his postings were partially motivated by his emotions about the war in Gaza. The judge did not accept this excuse. The court stated: "The war in Gaza is a significant flashpoint in this wounded world and it weighs heavily on the minds of many Canadians. But rather than do something civic-minded, as many of our fellow citizens have done, or constructive or anything resembling journalism, you opted to address it with darkness of your own -- spewing content that did real harm. And you can’t fight darkness with darkness."


CAEF takes a highly aggressive approach toward the prosecution of antisemitic hate crimes and crimes based on antisemitic hate, bias or prejudice. CAEF welcomes this groundbreaking decision. Over the past four months, CAEF Board members have reported over 8 incidents of what we contend to be criminally hateful statements to Toronto Police Service and other police authorities across Canada.

Statement on October 7 from The Council of Muslims Against Antisemitism


October 7, 2025


The Council for Muslims Against Antisemitism and its Board stand in unwavering solidarity with the Jewish community today.


The atrocities of October 7, 2023, were horrific beyond words. Yet what followed in the two years since has been equally disturbing — a campaign to distort truth through the weaponization of words like “colonizers,” “apartheid,” and “genocide.”


Let us be clear:


  • Colonizers: How absurd is it to call a people “colonizers” when they were beaten, tortured, and dehumanized for centuries—only to return to their ancestral homeland? Nowhere in the history of the world have refugees colonized a land.

  • Apartheid State: There are over two million Arab citizens living in Israel with full rights and representation. No system of apartheid grants such equality.

  • Genocide: After Hamas’s barbaric assault on October 7, 2023, what did they expect—garlands, gifts, and applause? When the Allies crushed Nazi Germany for crimes against humanity, no one cried “genocide.” Why should it be different now when Jews defend their nation and their very right to exist against Hamas and Iran’s proxies?


This war could have ended much earlier in a single day—if Hamas had laid down their arms and released the hostages – which hopefully they will do now.

Charlie Kirk left a gift to Israel


The thrust of Kirk’s warning was simple: Israel is losing the information war. Kirk recognized that in the age of social media, Israel’s adversaries, terrorist sympathizers, leftist activists, and authoritarian propagandists were drowning young Americans in falsehoods. They painted Israel as an apartheid regime, accused it of genocide, and claimed it manipulated U.S. policy. This barrage has had measurable effects. Polls show nearly half of young Americans side with Hamas. For Kirk, this was nothing less than a five-alarm fire. He feared that unless Israel adapted, even the strong support of conservatives could fracture over time, weakening the bedrock of the U.S.-Israel alliance.

ISGAP statement on the terrorist attack at Heaton Park Synagogue


CAEF shares the sentiments expressed by the Institute for Studies in Global Antisemitism and Policy regarding the attack in Manchester, UK on October 3, 2025.


“This terror attack is a stark manifestation of escalating antisemitism, which is now normalised across the United Kingdom and reflects a permissive climate of anti-Jewish hatred taking hold throughout the Western world. In the UK, selective enforcement of laws concerning incitement to violence, particularly when directed at Jewish communities, has created a culture of impunity. Those calling for violence against Jews under the guise of political protest remain unchecked.


In Manchester and in London, antisemitic abuse and harassment are commonplace. The failure to hold perpetrators accountable, whether for shouting abuse or organising demonstrations featuring antisemitic rhetoric, sends a clear message: such hatred will be tolerated. Yesterday's attack reflects the normalisation of antisemitism in British society and is a direct consequence of institutional inaction, legal inconsistency, and failure to confront anti-Jewish hatred with the seriousness it demands.


ISGAP exists to confront this challenge to our democratic values and way of life, at its roots. Antisemitic violence begins with antisemitic ideas: the demonisation of Jews, their communities, and their institutions. Our work focuses on the battlefields of ideas where antisemitic ideology is formulated, legitimised, and spread in particular, and most shamefully, in our best universities and in the media of record. Through rigorous scholarship, policy engagement, and educational programming, we expose and dismantle the intellectual and institutional drivers of antisemitism. We confront this hatred wherever it manifests, in universities, civil society, politics, and digital spaces, and ensure that governments, institutions, and communities can respond with clarity and courage.


We call on His Majesty's Government, local authorities, and law enforcement to act decisively and without delay. They must dismantle the culture of impunity that has allowed antisemitic hatred to flourish, a culture that is fundamentally incompatible with democratic values and the rule of law. Hate crime legislation must be applied consistently and without exception, ensuring that all perpetrators of antisemitic violence and incitement face the full consequences of their actions. Authorities must urgently reinvest in counter-extremism and counter-terrorism efforts, providing the resources and political will necessary to identify and neutralise threats before they materialise. Above all, they must confront antisemitic radicalisation at its source, intervening in the ideological processes that transform hatred into violence, especially when it occurs in our universities, in the media and then on our streets. The safety of Jewish communities and the integrity of our basic democratic values in the United Kingdom depend on it.”
