Letter from Sheryl Korn to Ontario Minister Parsa, Minister of Children, Community and Social Services regarding the participation of an employee in the Gaza flotilla, October 20, 2025

Dear Minister Parsa,


The integrity of Ontario’s Ministry of Children, Community and Social Services (MCCSS) is foundational to the public’s trust. Your ministry exists to protect vulnerable children, families, and individuals, to uphold social responsibility, and to model integrity, safety, and accountability. When that trust is compromised, it impacts every Ontarian who depends on your ministry’s programs and services.


Right now, that trust is in jeopardy. The continued employment of Khurram Musti Khan, following his participation in the Gaza flotilla, deeply undermines the credibility of your office and raises serious legal and ethical concerns.


The flotilla Khan joined is directly connected to Hamas, a recognized terrorist organization under Canadian law. His deliberate attempt to enter Gaza, an active war zone, subject to a Government of Canada travel advisory prohibiting entry within 10 km of the area, demonstrates a flagrant disregard for both Canadian and international law. No public employee should be permitted to ignore those laws, especially one serving in a ministry tasked with safeguarding Ontario’s most vulnerable citizens.


This was not a symbolic act of peace; it was a politically motivated and unlawful mission aligned with an extremist organization. By taking part, Khan placed not only himself but also the credibility and impartiality of the Ministry at risk. This calls into question the ministry’s standards for conduct, vetting, and accountability.


Further, taxpayers must not bear the cost of his reckless choices. Any expenses related to his actions, whether in travel, legal representation, or employment consequences, should be his sole responsibility. Allowing this conduct to go unchecked sends a dangerous message: that Ontario’s own Ministry of Children, Community and Social Services tolerates associations with terrorist-linked activities.


Your ministry’s reputation is built on compassion, integrity, and lawfulness. Continuing to employ an individual who has aligned himself with a terrorist-affiliated operation directly contradicts that mission. It endangers public confidence and weakens the moral authority of a ministry entrusted to protect those who cannot protect themselves.


For the safety, credibility, and integrity of your office, immediate disciplinary action is warranted. This is essential to restore trust and demonstrate that Ontario’s Ministry of Children, Community and Social Services stands firmly on the side of law, accountability, and the values it is sworn to uphold.


Until this is addressed, your ministry remains exposed to justified public outrage and reputational harm that undermines its ability to serve Ontario’s families effectively.
