Letter from Y. B. to Hon. Anita Anand, Minister of Foreign Affairs, asking that Canada investigate all of its humanitarian funding to UNRWA, the PA and NGOs with documented terror connections

Dear Minister Anand,


I am writing to express serious concern regarding the continued allocation of Canadian taxpayer funds to the United Nations Relief and Works Agency (UNRWA), particularly in light of mounting evidence that UNRWA‑supported entities and partner organizations have documented links to Hamas and designated Islamic terrorist groups


Recent reporting has highlighted that the Canada‑Palestine Foundation of Quebec (CPFQ)—a registered Canadian charity—has provided support to organizations operating in Gaza that have been credibly linked to extremist networks. Independent watchdogs, including NGO Monitor, have documented that the Abdel Shafi Community Health Association (ACHA) has longstanding ties to the Popular Front for the Liberation of Palestine (PFLP), a listed terrorist entity under Canadian law. These findings raise significant concerns about the due‑diligence processes applied to Canadian‑funded humanitarian channels



Further, multiple international investigations have revealed that UNRWA employees have been implicated in Hamas activity, including participation in or facilitation of the October 7 attacks. Reports from the Jerusalem Post, National Post, and other outlets indicate that UNRWA has dismissed staff members for direct involvement with Hamas, while Canada has simultaneously increased its financial contributions. This contradiction raises questions about oversight, accountability, and the safeguarding of Canadian public funds


Additionally, recent disclosures from Global Affairs Canada indicate that several Gaza‑based charities receiving international support have been flagged for potential extremist affiliations. These developments underscore the urgent need for a comprehensive review of Canada’s humanitarian funding mechanisms to ensure compliance with Canadian anti‑terrorism legislation and to protect the integrity of our foreign‑aid commitments


Given these concerns, I respectfully request that your office:


  1. Initiate an immediate review of Canada’s funding to UNRWA and its partner organizations

  2. Suspend disbursements pending verification that no Canadian funds are reaching entities linked to Hamas, the PFLP, or any other listed terrorist organization

  3. Implement enhanced due‑diligence and transparency requirements for Canadian‑funded NGOs operating in Gaza

  4. Provide a public update outlining the safeguards in place to prevent misuse of Canadian taxpayer dollars


Canada has a longstanding commitment to humanitarian assistance, but this commitment must be matched by rigorous oversight to ensure that our resources do not inadvertently support organizations or individuals connected to violent extremism


Thank you for your attention to this matter. I trust that your office will take these concerns seriously and act in the interest of Canadian law, public accountability, and international security
