Dear Chief Constable Manak:

I am writing as to request that the Victoria Police Service commence an

investigation into the conduct of Mr. Younos Kathrada.

Mr. Kathrada has been reported on several recent occasions, including on or

about April 18, 2025, as making statements advocating the genocide of Jewish

people contrary to Section 318 of the Criminal Code, and communicating

statements, other than in private conversation, that wilfully promotes hatred

against Jews. Though these statements appear to be made in his capacity as a

religious leader in a mosque, they are not covered by Section 319(3)(c) because

in the statements, Mr. Kathrada does not establish by argument an opinion on a

religious subject, nor does he merely express an opinion based on a belief in a

religious text.

I am copying the Attorney General of British Columbia to request his consent to

the prosecution.
